Sprint 595u Running really slow help??? Harford county MD

We've had our evdo card about 8 months now. up until this week everything has been good with it. It doesn't always load pages, my average download time went from 1559kbs to the 400's. The uploads went from the 4-500's to 150ish. I don't understand what's going on. I'm from maryland harford county area and It's doesn't seem to be getting any better.

Since this last weekend I've noticed a change in my service as well. I have Sprint and use a U720 card. I'm located in central Minnesota.

Rather than consistently slow speeds, I'm noticing random lag spikes where I go from a great latency/speeds to the halt of all data for a period of time/very slow speeds. This seems to happen more during the evening when user load is probably heaviest.

Like I said, this showed up this weekend and is happening all the time now. In 1.5 years of service I haven't seen this before.
