Evdo slowed down any suggestions?

Hey guys. I've had my alltel wireless plan for about a month now and it's worked great since I've had it. Although the past couple of days it's been horribly slow and I just can handle it anymore. I've called Alltel tech support 5 times this week trying to get them to do something and everything they have me a do a speed test. When the speed test will actually WORK it gives me about 400-600 down and 5-15 up. They tell me this is normal... Earlier this week I was getting 1000-1100 down and 100-120 up. If I was ACTUALLY getting 400-600 down and 5-15 up I would be upset but sometimes it takes up to 3 minutes just to get a site to load. The tech support guy had me go to three sites, they loaded up within 15 seconds and he claims that's good! Thursday night I decided to reinstall my OS because I was having some issues. Friday it would barly connect. I don't know if I did something to the card when I reinstalled my OS or if it's just a conincidence.

So, does anyone have any suggestions on some things I should try to improve my connection? This is what I've tried:
-Delete cookies and temporary internet files
-Reapply PRL
-Update QuickLink Mobile
-Tried card on different computer (same house)
-Tried card on Xp and Vista

If I can't get this fixed by Wednesday I'm calling the HughesNet installer. Satellite never gave me this much problem, it's garbage but its garbage that works!

One last question. Is it possible to restore my card to it's factory default settings? If I did something to the card while I was reinstalling my OS I think that may fix it. I'm using a UM 150 with Alltel.
