phs300 and usb727 modem not dialing after plugging it in

Ever sense i received a new modem back from novatel i have noticed when i turn on my router and watch the modem it goes red then blank then green and dials. Which it never used to go red before. But my main issue is im wondering why after i unplug my modem and plug it back in while the router is still running it will not dial up and the phone status light on my 300 doesn't even light up. I then must turn off the 300 and start it back up.

If you replug the modem the ctr350 should definitely try to start it up. What do you see on the Advanced->Failover page?
