I seem to consistently obtain faster up/dn speeds using IE7 rather than FF. Has anyone else observed this? Any reason for it?

Well, I frequent the Wilders Security Forums a bit and some there are of the opinion that FF is starting to get a bit bloated. Some have remarked IE7 at times being faster than FF. I wouldn't know since don't use IE anymore , just FF and occasionally Opera (even faster). The upcoming release of Firefox 3 is supposed to fix a lot of things. Its in Beta 2 right now.

The difference in upload speed has definitely been observed before. Check this thread:

Warning, it's a bit long. Difference in download speed hasn't been noticed as much.

For Firefox users that want to play with settings of values just type into the FF address line "about:config". Here are some of the setting values you can change that effect speed.
network.http.max-connections
network.http.max-connections-per-server
network.http.max-persistent-connections-per-proxy
network.http.pipelining.maxrequests
