When I run my S720 with the Sprint connection manager software 3.08.029 and a -76 signal, my uploads look like this.

:::.. Upload Stats ..:::
Upload Connection is:: 762 Kbps about 0.8 Mbps (tested with 1496 kB)
Upload Speed is:: 93 kB/s
Tested From:: http://testmy.net/ (Server 2)
Test Time:: 2007/04/16 - 9:27am
Bottom Line:: 13X faster than 56K 1MB Upload in 11.01 sec
Tested from a 1496 kB file and took 16.078 seconds to complete
Upload Diagnosis:: Awesome! 20% + : 361.82 % faster than the average for host (spcsdns.net)
U-Validation Link:: http://testmy.net/stats/id-8KG7SY0VP
User Agent:: Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.8.1.3) Gecko/20070309 Firefox/2.0.0.3 [!]

However, when I run the S720 in my KR1 in the same location and same signal (should be), my upload speeds while still very good, decrease.

:::.. Upload Stats ..:::
Upload Connection is:: 494 Kbps about 0.5 Mbps (tested with 1496 kB)
Upload Speed is:: 60 kB/s
Tested From:: http://testmy.net/ (Server 1)
Test Time:: 2007/04/16 - 9:35am
Bottom Line:: 9X faster than 56K 1MB Upload in 17.07 sec
Tested from a 1496 kB file and took 24.813 seconds to complete
Upload Diagnosis:: Awesome! 20% + : 199.39 % faster than the average for host (spcsdns.net)
U-Validation Link:: http://testmy.net/stats/id-E5NQXO7LI
User Agent:: Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.8.1.3) Gecko/20070309 Firefox/2.0.0.3 [!]

I've tweaked my laptop using Cablenut and DrTCP. Does anyone know of an adjustment that can be made to the KR1 that could improve upload speed to be the same as using the connection manager?

There are no end user modifications that could be made to affect throughput. I've used an S720 to achieve upwards of 600kbps with KR1. That was a while back and now Sprint has, at least in my market, started to throttle speeds so that they are fast enough but not as much as the network can handle.

Perhaps 3.08.029 has increased the efficiency of the S720 yet the firmware (RK1008) is behind the times? What else could possibly be throttling or should I say limiting my speed Confused?
