Yes, this is because the ExpressCard and USB EVDO modems are serial devices. The serial protocol itself is limited to 230.4k bps, and the network usage under Windows will show 99% utilization, even at 1mbps speeds. I run around 1.2mbps at night and 750k during the day, but regardless, the device will always show 230400 bps. Don't worry about it...
