Michael - hard to tell from the paraphrase in the article, but that number may include NationalAccess (1xRTT) users as well, yes? Does Verizon have any other plans (e.g. hotspots) that might be rolled into that number as well?
Or, are you pretty sure it's referring to the BroadbandAccess plan?

Hell, with the low-ball # of 35 million a month, thats only 29 months until the initial investment is paid off with no further base growth... and we know that it will grow.

When I found out my company got a 20% discount ($63.99) a month, I dropped my old SAT/Dial-Return system in a heartbeat. (I was paying about the same $$$) I was tired of flaky service and FAP crap. Day 3 now on EV-DO and I'm very pleased with it at my home and now I can even take it on the road with me and not have to go searching for "hot spots". I love it.
