handset problem with new EVDO network and innovative service

Hi, I have several questions regarding EVDO handset compatibility.

So here's the case: There's a new EVDO network in my area and they are testing handset compatibility with their network. first off, I don't know too deep about what they are doing only heard from a friend that they are experiencing difficulties in finding handsets that "work". he mentions something about having to unlock the handsets to enable EVDO. I heard EVDO terminals are customsied and fine-tuned for specific operators so for example I couldn't bring a motorola Q from the states and bring it to Indonesia(where new EVDO is being deployed) and expect it to work rightaway. From 25 handsets that were tested only 1 found to work (audiovox i-mate).

is there such an issue with EVDO handsets? like regional locks? how do I go about fixing this issue?

also can anyone point me to a reference site where i can find killer/innovative application being implemented for mobile networks? specifically EVDO.
