Is there a website out there that has the frequencys of all the cell and evdo carriers?

Are you looking for a specific area's frequencies? If not, Verizon uses 800mhz and 1900mhz. Sprint uses only 1900mhz, but they will roam on 800mhz. Cingular uses 850mhz and 1900mhz. T-Mobile uses 1900mhz and roams on 850mhz. It varies by location though. Most significantly populated cities are all 1900mhz (1900mhz has a greater capacity for users as well as for EVDO and HSDPA). 800mhz is typically in smaller cities and rural areas (800 Has a longer distance, and also penetrates buildings better, but it doesnt have as much capacity) You must remember that certain carriers (Sprint and T-Mobile) use only 1900mhz for their native network. But, if a user with that carrier roams, they will probably roam on 800mhz if out i nthe middle of nowhere. I hope that helps! The link in my signature may give some more insight as well.
