There is a fairly not-too-complex way to deal with this for heavy users taking up a tower.

For those showing highest utilization on a tower, such as constant streaming, they could limit the performance to 400Kbps or set the heavy user to a lower priority - when tower is at X% capacity. It could be done at the Home Agent layer based on ESN number. Those marked as a 'heavy user' get lower priority than all others.

A lot easier for the carriers to deal with this at this layer than pissing off users. Sprint seems to think they can add capacity faster than users - and they do have the lowest user/tower ratio of the big 3. But adding automated soft limits would be much more manageable and transparent than canceling users or having performance issues for all.

I have read all of the posts by Verizon users who have had their service terminated because of heavy usage and account violations. One thing that continues to puzzle me: Why would Verizon opt to terminate contracts and accounts, losing money in the process, instead of giving the user the option to pay an ToS penalty charge and keep the account? Must be the legal wrangling over "Unlimited Usage" that Verizon or the other carriers simply would not want to face in a court action. Idea
