Hello Friends at EVDO!

I would like your help.

I have established a dial-up connection in Network Connections (veriz) for my Verizon account, thus bypassing VZAccess Manager. I know how to:
1) Open a connection by clicking on veriz in Network Connections.
2) Open a connection by clicking on an Internet link or shortcut.
3) How to stop programs from opening an Internet connection without my explicit permission.

But what I do not know is how to allow both #2 and #3 above simultaneously. I WANT ME to be able to open an Internet connection AND not allow a program to do the same on its own.

Is this possible and if so, how do I accomplish this?

I have a stand alone computer running WinXP sp3.
