Slow speeds, will an amplifier help?

I'm sure this question has been asked before but I couldn't find one that best fits my problem. I have a um150 through Alltel, which is of course Verizon now and everything on my quicklink mobile access says I should be getting at least 1.0mbs when I barley make 200kbs on average. Called Verizon, they don't know whats happening, the only thing they said is that 400 with bursts up to 700kbs is what they show for my area, despite the fact my quicklink mobile access says I'm on rev-a. Even if thats the case I'm not even getting the 400kbs. I have a antenna hooked up and I get a good signal, -75 to -80 constantly but my question is would an amplifier or something like the cradlepoint MBR1000 help at all? And do they just boost the signal or can they actually connect to a better tower?

it just amplifies the signal to what your already connecting to, should help but not too much with those readings
