Sounds like the same problem I'm having. It just seems like any random time my download speeds get killed and my ping sky rockets. I'm going to try and keep a log and ran another test today. Similar time and a similar result for today.

Pretty crappy right now for me. Test is similar to yesterdays time.

Those are my average speeds/pings. I guess I'm still ecstatic since having dumped bad dial-up service, WITH a cap. LOL.
