KR1 with KPC650 - no signal strength

I have a KR1 router with KPC650, activated with Alltel. The KPC650 is connected to an external 3W amp, which in turn is connected to a 12" whip antenna. When my cell phone (Moto E815) is connect to this amp/antenna, it shows 3-4 bars of signal and shows an EVDO signal. When I connect the KPC650, I show no bars of signal. I've tried two different KPC650 cards (each activated) with the same result. I've tried one of the KPC650 cards in a location that shows 3-4 bars of signal on the cell phone with no external antenna and also see no signal. The KR1 appears to operate correctly in that all the admin screens respond, the WIFI and wired connections work, DHCP hands out addresses to my laptop. (I can't try to card on my laptop because it has a PCExpress slot, not PCMCIA/PCcard.) I also flashed to the KR1 to the latest (1011) firmware rev. No change.

I'd sure like to get off satellite internet, but I'm running out of ideas on what else to try.

After you flashed to the current firmware did you attempt a factory reset?

Yes, I reset the router to factory settings, and then tried to connect to the cellular network, but had the same results as before.
Anything else to try?

I reset the router again. Now the status light goes red about a minute after the unit is powered up with the KPC650 card in the slot. Still no signal strength. FWIW, I have the external antenna connected to the connector on the right, closest to the flip-up antenna.

Alltel gave me an MDN, MIN, and Sid, but I don't see anyplace in the setup screens to record these. Am I missing something?
