711 error and you do not have permissions to create wireless

I have verizon wireless modem As an admin, i can get into the net when i switch to another user with LIMITED permissions they cannot get on. I suspect mcaffee could be a problem but i dont know how to stop a block
Assuming its not mcaffee, i get one of 2 possible messages. One - you do not have sufficient privilidges to create a wireless network or access denied 711 type of code.

I want to give them permissions without being administrative I know it can be done. My computer was running in Vista on a compaq presario v6000 before until i reformatted and changed to winXP. Now, everything runs great except the modem access problem. the only other change that im aware of is the use of Mcaffee anitvirus
