IE7 Doesn't Recognize VZAccessManager

I use IE7 on both my laptop and desktop and use VZAccess Manager to connect with my USB modem (760). On my desktop IE7 can't seem to "see" the interconnect connection even though it's connected before I open my browser. I get a pop-up screen wanting me to connect to the internet. When I do IE7 wants to take me through a manual connection process. Does this make sense? What tweaks do I need to make to IE7 on my desktop. I do not have this problem on my laptop.

In IE7 go to

Tools>Internet Options>Connections>Never dial a connection > click Ok

Close IE and re-open
