3G service outside the US

Does anyone know where I can find info about about the availability of 3G service outside the United States, specifically Mexico and Central America? If a Novatel USB device, for example, is supported by the Cradlepoint routers on a US carrier, would the same device on a Mexican carrier's network be useable on the CP router?

I used my unlocked ATT USB 881 modem in the UK and Dubai with local prepaid data SIMs and it worked fine. The only thing I had to do was go into Cradlepoint's firmware and temporarily delete the stored ATT profile. The foreign profiles showed up in the number two slot and my router was much happier with them in the #1 slot.

When I posted my experience on this last year, someone uploaded a small script which could fix this problem. Search back on my name and Dubai or UAE.
