Faster download on DO than RA?

My question is my downloads are faster using DO than using RA why is this, my download speed using DO is 1.24MB/s upload 0.11MB/s.
My download on RA is 0.80MB/s and upload 0.48MB/s using the same test server on speedtest website.

Between Thursday, April 10, 2008 and Thursday, May 8, 2008, Alltel will be enhancing the data network giving Customers an improved data experience up to 2 to 5 times faster. This network enhancement is in the core of the network and will improve the way Customers see pages load. This enhancement is separate from the future Rev A Upgrade.

Our EVDO network is already "fast like DSL", but with this enhancement, we dramatically improve the efficiency of the network for Customers for free. Reps should be confident that applications like CellTop, Axcess Web, and BREW content will load much faster so it will be easier to demo to Customers for the "wow factor." The users experience with this change will be so dramatically improved that it should help our reps' confidence in our data network; not only when selling data cards, but feature phones and smart phones. Reps can continue to confidently state "Alltel has the best data network out there and we continue to improve speeds at no additional cost to our Customers."

Also, should any Customer bring in a Verizon, Sprint, or AT&T phone for side by side comparison, they can be confident that our download speeds are just as fast, if not faster.

Enhancement Details:

Handsets, smartphones, and Wireless Internet card Customers will notice a speed boost while using our 1X and EVDO networks.
The enhancement is FREE to our Customers and does not require new software.
Internet Explorer, Axcess Web, BREW, and CellTop will see a significant improvement in performance.

Most Alltel devices can receive the benefits of our network enhancement. However, the following will not be able to receive the enhancement:
BlackBerry
Office Sync
Mobile IP

I have the same problem. I live in the sticks but there is an Alltel tower 2 mi. away, get RSSI -70db to -75db, no Rev A on the tower. I tried one of the latest Verizon PRLs to see if I coulget Rev A. Connected to Verizon tower signal is -90db to -98db. The Verizon tower is 4.3 mi away and not LOS. I went back to the Alltel PRL and tower as overall it gives me better speeds and a steady connection.

Maybe when they get everytheing intergrated we will get Rev A on the Alltel towers also.
