According to this post. Huawei, a Chinese company, is curently selling EVDO phones for about $130 and WCDMA phones about $250 which is about 30% than everyone else on the market. Huawei's website regarding the phones is here. They seem to only sell them in Europe right now, as far as I can tell. I found the story via Slashdot, where at least a few posters claim to have personal experience with Huawei's phones.
