Newbie Question: Connecting To Web Via Alltell Hue & Lap

Hello!

I have an Alltel Hue (Samsung SCH-R500), and I'd like to be able to access the internet by tethering my phone to my laptop (Win XP).

I'd only need this ability maybe two or three times a month, for about ten minutes each time.

What do I need to buy/download to get my phone to work like this? Is it possible to do it some cheap-ish way, where I use a data cable and a dial-up number from an internet provider in the area?

Thanks from a total newbie on the laptop-to-cellphone-to-internet front!

PS: Using the phone's browser won't help me for what I want to do . . .
