It's possible but there are many other possible factors. Do you still have the activation code when you first got the card? If they gave you one, that is your MSL code.

Update... I found another HA node based on your traceroute. There is a pattern of an HA node that correlates to the IP address of the routers just above the kc.sprintlink entry. I checked some addresses near that address, crossreferenced it with patterns of other HAs and shazam, found one that fits the pattern.

You might be on these HA's, which do route through KC.
68.28.177.76 >1Mbps
68.28.177.77 400-800Kbps

This is a where I am connected in norther CO Springs. Rite by Pikes Peak Community College and New Life Church. My speed tests varied. I pulled 342kbps from the Chicago server on the first test. I pulled 1012kbps on the second test to LA Calif. On http://lax.speakeasy.net

Interesting to note the jumps. It hovers between 400-800kbps.
